As to how you would cut the material, it needs to be done with a certain allowance in mind. You can go all the way up to one and a half inch for the allowance but you would have to provide that adjustment to every seam. This would ensure the quality of your flag.

When it comes to the seams, they will just need to have a straight stitch on them. The stitch would have to be narrow as well to improve the overall appearance of the finished results. It is required to be clean too since you would certainly want people to think that you had the flags made by a professional.

Once everything has already been settled with the seams of your material, then you would have to let your creative juices start flowing. You will need to use your artistic eye when it comes to choosing among the fabric paints that you would be able to find in a small or large hardware store. You will also have to welcome yourself to the world of stenciling.

As for the other things that you can do on your flags, you could actually use a soap to serve as the marking chalk of your cloth. The actual chalk is still an applicable option but you would have to prepare for rougher effects. Also, this item can sometimes be harsh on delicate skin. Thus, you are recommended to buy a soap bar instead.
